St Helens set for Regeneration Transformation
St Helens Borough Council and the English Cities Fund (ECF) are bringing forward ambitious plans to transform St Helens town centre via what they describe as a once-in-a-lifetime regeneration project. The Council is working on a 20-year regeneration plan for the Borough with the English Cities Fund, a strategic joint venture between Muse, Legal & General, and Homes England.
In September 2022, the Council’s planning committee voted to grant planning permission for the first phase of the masterplan. Compulsory purchase powers to facilitate the development were obtained in September 2023.
The development extends over 24 acres in the town centre of St Helens. The project will see the razing of a series of buildings to make way for a market hall, 120-bedroom hotel, 64 homes, nearly 11,000 sq ft of retail and an improved and extended bus station.

The new market hall is intended to act as the hub of the town centre, creating what the Council believes is a vibrant destination that boosts the local economy.
The compulsory purchase has been granted in favour of St Helens Borough Council, who will deliver the project through its strategic delivery partner, the English Cities Fund.
